OLYMPICS. “The Sports Law” wasn’t considered in the second reading yesterday to be adopted the next day at once in the second and the third readings

On November, 14 the RF State Duma, in spite of the announced plans, didn’t consider the project of the Federal Law № 343508-4 “About Physical culture and sports in the Russian Federation” in the second reading. But on November, 16 the Law was considered and adopted at once in the second and the third readings. The committee of Physical culture, sports and youth in the State Duma, which is led by the President of the Russian Hockey Federation, the three time Olympic champion Vladislav Tretyak, gave this information to the Agency of sport information “All Sport”.

The adoption of the “Sports Law” was accompanied by numerous mutual claims and charges. In spring the State Duma adopted in the first reading the variant, prepared by the Federal Agency of sports and physical training of the RF (Rossport), which is led by the two-time Olympic Champion Vyacheslav Fetisov. In that variant the rights of the Russian Olympic Committee (ROC) and national sports Federations were infringed, there was nothing about the social protection of the athletes and coaches, professional sports and other important moments. The brilliant lobbist work of the coalition formed of the ROC (president Leonid Tyagachev), the national sports Federations (among them there were a lot of authoritative State authorities and businessmen), the sports, physical culture and youth committee of the State Duma and the physical culture and sports committee of the Federation Council (the head -- the president of the Russian Football Union Vitaly Mutko), led to the changes in the law project for about 90%. Rumors spread that Vyacheslav Fetisov put the question point-blank on the government level: if the variant of Tyagachev -- Tretyak -- Mutko is adopted, he will retire from the post of the head of the Rossport and will create the International Hockey League. The Vice-Premiers of the RF Government Sergey Naryshkin and Alexander Zshukov, the representatives of the Administration of the RF President jointed the coordination of the project. They found the compromise just in the last moment. Because of it they had to cancel the appointed on November, 14 the second reading. But today on November, 16 the “Sports Law” was considered at once in the second and the third readings -- and passed in the Federation Council. They confirmed in the committee of Physical culture, sports and youth in the State Duma to the Agency of sport information “All Sport” that the “coordinated compromise variant, which differs from the adopted in the first reading and from the offered for the consideration in the second reading”, will be brought into consideration tomorrow”.

The “Sports Law” establishes legal, organizational, economical and social basis of activity of the physical-sports organizations, defines the principals of the State Policy in the sphere of physical culture, sports and Olympic movement in Russia.

ATHLETICS. Yury Borzakovsky was found not guilty in the car accident and a person’s death
The famous Russian runner, 800 m Olympic champion Yury Borzakovsky was found not guilty in the car accident that happened at night September, 30 – October, 1 in Zhukovsky, Moscow region. The car accident resulted in a man’s death but the criminal case was not even started. Agency of sport information “All Sport” has learnt it from the personal trainer of Yury Borzakovsky – Vyacheslav Evstratov.
